The complete named scope and designated areas
Which destinations are included?
The City's current dog page names 13 off-leash destinations, all listed below. These include the City Park Dog Run and several beach access points, not just fenced enclosures. This scope follows the City's named list and excludes West Kelowna and other municipalities.

Is an entire named park off leash?
No. Knox Mountain and Mission Recreation Park have designated areas while other parts remain on leash. Use the signs and actual enclosure or boundary. A map pin for the park does not authorize off-leash use along the approach trail.

Which location is for small dogs only?
Duggan Park at 1494 Bernard Avenue is specifically listed for small dogs. The other named sites should not be assumed to have separate small-dog pens unless the location source confirms it. Choose the park and section suited to the dog.

Handlers, dogs and conduct rules
Do downtown dog beaches have special hours?
Downtown Sails is listed as a cooling-off beach with seasonal designated off-leash hours. Do not assume all-day access. Check the current posted season and hours near the end of Bernard Avenue by Kerry Park before releasing a dog.

What are the general leash and handler rules?
Leashes must be no longer than two metres and handlers must carry the leash. The City lists a maximum of two dogs per handler. In on-leash parks, keep dogs on sidewalks or trails and at least ten metres from playgrounds.

Can puppies and children enter off-leash areas?
Dogs under four months and female dogs in heat are excluded. Handlers must be at least 15; children aged 14 and under need an adult. These park rules are separate from the regional licence threshold of three months.

Licences, cleanup and reporting
What if a dog becomes aggressive?
Keep the dog controlled and in view, and remove it at the first sign of aggression. Dogs must be leashed when entering or leaving. The off-leash area is for dogs, handlers and accompanying people, not unrelated activities or other animal species.

What licence or vaccination rules apply?
Dogs must have a visible valid licence, and the park rules say they should be currently vaccinated. RDCO handles regional licensing, with proof required for the spay/neuter fee category. Paying a licence does not override an off-leash area's age or conduct restrictions.

What must I do about waste and other users?
Pick up waste immediately and ensure the dog does not bother others. Handlers are responsible for injuries caused by dogs under their control. Bring waste bags and remain attentive instead of relying on fencing or the presence of other owners.

Who handles violations or a questionable map address?
Report infractions to RDCO Dog Control at 250-469-6284 or City Bylaw Enforcement at 250-469-8686. The current dog page has questionable addresses for Mission and Poplar Point; their entries preserve that conflict and use named-place map queries rather than silently guessing an entrance.
